PHL Dev’t Plan draft available for public comment this week

THE National Economic and Development Authority (NEDA) is finishing up the latest edition of the Philippine Development Plan (PDP) and will be posting a draft of the 2017-2022 economic blueprint on its web site this week.

“The planning committee is still finalizing details,” said Undersecretary Rosemarie G. Edillon, NEDA Deputy Director General of the National Development Office (NDO) for Policy and Planning, in a text message.

The PDP will focus on inclusive and sustainable growth and will contain development goals and objectives with indicators to monitor the progress of the government in meeting its targets.

NEDA will be uploading the draft for the public to comment on the plan.

“We will be uploading draft chapters by Monday or Tuesday so the public can comment on strategies,” Ms. Edillon said.

However, NEDA will only be able to consider comments from the public until Jan. 12 as the planning committee will still have to fine-tune the PDP before submitting the draft to the president within the month.

“But given the tight deadline of PRRD (President Rodrigo R. Duterte), we can only consider comments up to Jan. 12,” said Ms. Edillon as NEDA is still targeting the end of January for the draft’s submission to Malacañang.

In October, Mr. Duterte ordered NEDA to put together the PDP that will cover much of his presidential term through Memorandum Circular 12 and ordered that marginalized sectors of society be consulted.

The PDP will include new chapters on culture and the arts, on science, technology and innovation and on justice.

“We’re also introducing a chapter on culture, promoting awareness on culture, valuing diversity, because we know that it’s very important to promote a high-trust society. Another chapter is really the justice chapter… We also have a new chapter on science, technology and innovation,” said Ms. Edillon in a separate interview.

The PDP will be centered on the themes malasakit, pagbabago and kaunlaran (compassion, renewal and progress) and will complement AmBisyon Natin 2040, which aims to lift the vast majority of Filipinos from poverty within 25 years. — Danica M. Uy
