The Blue Economy Bill aims to establish a roadmap for sustainable usage of the maritime domains of the Philippines, growing the ocean economy without compromising the safety of marine ecosystems.
This measure will:
- Promote sustainable development of coastal and marine ecosystems and resources.
- Create a practical ocean-based economic model using green infrastructure and marine science.
This measure also includes the following components of the Policy Framework:
- Review of all-existing policies, plans, programs, rules, and regulations on ocean-based and ocean related activities;
- Adherence to international maritime laws;
- Analysis on current and emerging trends on environment and climate threats and pressures;
- Coastal and marine environmental accounting, including assessments of degradation and pollution losses;
- Address factors adversely affecting the oceans and their resources;
- Enhancement of the capability of relevant agencies to enforce laws, rules, and regulations to protect marine wealth.

As an archipelago, the Philippines is extremely dependent on marine transport both to connect its major islands as well as its economy to the dynamic Asian region and the world. Thus the quality of our ports and connecting road and rail infrastructure, ships, seafarers, safety and security, and laws and regulations determine the ability of the Philippines to capitalize on the sea.
By prioritizing and concentrating policies and programs more on its “Blue Economy” (which includes fishing) the Philippines can take full advantage of its opportunities, solve more of the challenges it faces, and become a maritime power in the region and beyond.
