DICT Bill Gains New Backer – Angara

The bill creating the Department of Information Communications Technology (DICT) will be pushed anew after a senator threw his support behind the measure, said author Senator Edgardo J. Angara.

Senator Manny Villar has asked to be made co-author of Senate Bill No. 50 under Committee Report No. 53, a move which Angara welcomed.

“As Chair of the Senate Committees on Economic Affairs, and Trade and Commerce, Senator Villar is validating that this measure will have a profound effect on our development and progress,” said Angara, Chair of the Senate Committee on Science and Technology.

“The DICT is envisioned to be the governing body for the ICT sector. It will serve as a one-stop shop for investors, and will be the primary policy, planning, coordinating, implementing, regulating and administrative body on strategic ICT development,” he explained.

He continued, “This will ensure that there is an agency dedicated to addressing the needs and concerns of all ICT stakeholders in a responsive and timely manner to ensure the industry’s continued growth.”

Angara, also Chair of the Congressional Oversight Commission on Science, Technology and Engineering (COMSTE), has been pushing for the passage of the said measure since the Fourteenth Congress. It was passed in the House of Representatives and was nearly passed on Third Reading in the Senate.

Angara re-filed the measure at the beginning of the Fifteenth Congress.

“We have to move quickly and provide a strategic direction and stability for ICT industry if we want to sustain momentum and avoid sending wrong signals to investors,” he stressed.
