DOTC Bidding Out Transport Study

MANILA, Philippines — The government is set to bid out to qualified research groups a comprehensive urban transportation integration study on Metro Manila worth P41 million.

The Department of Transportation and Communications (DOTC) said the transportation study will involve the transportation update and capacity enhancement in Metro Manila.

DOTC stressed the need to update the transportation database for Metro Manila which was developed under the Metro Manila Urban Transportation Integration Study (MMUTIS) in 1996.

This would support the development of traffic demand forecasts in order to come up with a public transportation plan for Metro Manila and the adjoining provinces of Laguna, Cavite, Rizal and Bulacan.

A major component of the proposed study includes the conduct of a household interview survey aimed at capturing current traffic conditions based on passenger trip patterns and to get public opinion on transportation development.

The survey results are expected to help the government in improving public transportation planning for Metro Manila, including coordination among relevant agencies to be spearheaded by the DOTC.

The DOTC assured that it will implement an open and transparent bidding process for this program. Interested consultants must acquire the eligibility documents after payment of P5,000.00 and submit their bids on or before 11 October 2012 at DOTC head office.

Applications for eligibility will be evaluated based on non-discretionary “pass-fail” criteria. The BAC will draw up the shortlist of consultants from those who have submitted expression of interest and eligibility documents and have been determined as eligible in accordance with the provisions of the Government Procurement Reform Act.

DOTC will shortlist five prospective bidders who will be entitled to submit bids. The criteria and rating system for shortlisting will be based on the firms’ experience and track record, qualification of personnel to be assigned, and current workload relative to their capacity.

Meanwhile, the DOTC announced the bidding out of the P15-million runway construction project in Lubang Airport in Mindoro Occidental.

This project entails the asphalting of 270-by-18-meter runway, removal of deteriorated asphalt pavement, asphalt transition, and runway center line markings.

The DOTC also announced the rebidding for the rehabilitation of Boac LTO district office in Marinduque. The P2-million project entails the completion and repair of the one-story LTO building with a total floor area of 157.00 square meters and site development with an area of 1,416.00 square meters.
