The Konektadong Pinoy Bill aims to increase competition among service providers, offering more data access options and improving the quality and affordability of internet service in the Philippines.
This measure, also known as the Open Access in Data Transmission Bill, also aims to adopt an open access model for the data transmission industry, which promotes the following:
efficient authorization and registration of industry players;
fair and open competition;
mandated transparency in pricing;
transparent and equitable spectrum management framework;
infrastructure sharing.

This policy brief is about Philippine broadband service, its real and potential benefits, problems and challenges, and recommendations on how to address them. It is the result of independent research with inputs from a roundtable discussion with key stakeholders. Philippine broadband penetration is limited, quality is poor, and access is expensive. It has one of the slowest average connection speeds in the Asia Pacific and is the costliest in the world. Major problems identified include the presence of barriers to entry, anti-competitive practices, inadequate infrastructure, weak and ineffective regulation, prohibitive bureaucratic requirements in infrastructure build-out, and the lack of interconnection.
