Megawide-GMR consortium offers lowest bid for new Clark terminal

MANILA, Philippines — The consortium of local firm Megawide Construction Corp. and GMR Infrastructure Ltd. of India is the frontrunner to bag the contract for the design, engineering and construction of the new passenger terminal building in Clark Airport after it submitted the lowest bid among five participants yesterday.

The Megawide-GMR consortium’s bid emerged as the lowest at P9.36 billion, followed by Sinohydro Corp. Ltd. at P10.67 billion.

China Harbour Engineering Co. Ltd. submitted the third lowest bid at P11.73 billion, followed by China State Construction Engineering Corp. Ltd. at P12.3 billion and the consortium of Tokwing Construction Corp. and China Machinery Engineering Corp. at P12.45 billion.

The Clark Airport expansion project has a ceiling price of P12.5 billion, which means bidders’ proposal should not exceed the amount, said Joshua Bingcang, chair of the special bids and awards committee and senior vice president for business development and operations at the Bases Conversion and Development Authority (BCDA).

“We are happy that out of the five eligible bidders, we are able to open all the five. There is good competition in terms of price bids,” Bingcang said.

The BCDA official, however, said the Megawide-GMR consortium is not assured yet of winning the project despite submitting the lowest bid.

“They are the lowest rated bid right now. But we’ll make sure they are responsive as well. So there will be clarification of the submitted documents,” he said.

“We’re going to do post-qualification in the next two days and then our board meeting will be on Monday so we’ll request for board approval on the outcome of the bidding, especially on the recommendation on the lowest rated and responsive bid,” Bingcang added.

He said the project will be awarded to the winning proponent next Monday with the project expected to break ground by Wednesday.

“Supposed to be the issuance of award scheduled tomorrow (Friday) but we need to get board of approval first and our board meeting is on Monday so we need to make sure everything is in order with the proper authority to award the project,” he said.

The Clark Airport expansion project is the first of the hybrid public-private partnership model under the Duterte administration where the government builds the project and then the private sector will maintain and operate it.

The new terminal building is targeted to be operational in 2020.
