This bill, part of Arangkada’s advocacy for critical government reforms, aims to establish the Philippine Transportation Safety Board (PTSB) to conduct independent investigations of transportation accidents, support safety programs, and develop additional safety standards to ensure a safer transportation environment in the Philippines.
Currently, transportation accident investigations in the Philippines are fragmented across multiple agencies: CAAP for aviation, Maritime Industry Authority for maritime, and various bodies for road accidents. This fragmentation leads to inefficiencies and ineffective safety measures. The establishment of the Philippine Transportation Safety Board (PTSB) will unify these functions, addressing bureaucratic gaps and enhancing transportation safety. The PTSB will implement a proactive, independent, and coordinated approach to transportation safety across all modes of transport.
The PTSB, as an independent body, shall:
- Conduct thorough and independent investigations of transportation accidents and incidents on land, air, sea, railways, and pipelines.
- Enhance and enforce transportation safety protocols.
- Analyze data to identify trends and improve safety measures.
- Formulate and recommend policies for safer transportation systems.
- Develop and implement safety programs.
- Formulate additional safety standards consistent with international best practices.
- Promote a safer transportation environment through continuous assessment and improvements.
- Consist of seven full-time members, including a Chairman, all appointed by the President. Members will represent different transportation sectors: land, rail, air, and sea, with two members from the commuting public.
