THE CABINET is nearly finished with its proposal on the new mining policies, particularly on the government’s “fair share” of mining revenues, President Benigno S. C. Aquino III said at the weekend but underscored that neither the 50-50 share nor other taxation schemes — such as a 30% tax on mining revenues similar to how Australia levies profits from coal and iron mines — has been ruled out.
