We Recover as One is the report of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases – Technical Working Group for Anticipatory and Forward Planning (IATF – TWG for AFP) led by the National Economic and Development Authority (NEDA). It contains recommendations to rebuild confidence and adjust to the “new normal” that will arise from the country’s response to the coronavirus disease (COVID-19). The report features three major parts, which correspond to the specific objectives of the TWG-AFP: reduce the people’s feeling of uncertainty through making information available to respond to some of the pressing questions of various stakeholders; recommend programs and strategies to mitigate the economic impact of the crisis on consumers and business; and recommend policies and programs to enable the country and the people to adapt to the “new normal” state of economic activities.
The report emphasizes a whole-of-government and whole-of-nation approach to respond to the health threats of COVID-19; mitigate its adverse impact as well as of the measures implemented to limit its transmission (i.e., imposition of various levels of community quarantines); and put in place set of conditions that will allow for the resumption of social and economic activities. With the theme, We Recover as One, the goal is to convey the message of solidarity and ultimately, bring back the locus of control to us—individuals, communities, and the society.
The We Recover as One report is a collaborative effort not only of the members of the TWG for AFP but all those who participated in online surveys, consultations, and meetings. The report contains proposed priority policies, strategies, and legislative actions largely based on the analysis of the results of these consultations.
