Undersecretary Timothy John Batan has been with the Department of Transportation (DOTr) for 10 years. Early in his service, he was involved in several key projects covering maritime transport, airport development, port modernization, and mass transit initiatives.
Prior to his reappointment to the Railways Sector, he served as Undersecretary for Planning and Project Development for three years, during which he significantly accelerated the rollout of infrastructure projects—contributing to a marked increase in awarded rail contracts, securing ₱1.5 billion in Official Development Assistance, and driving improvements in project disbursement and execution.
As the Undersecretary for Railways, he oversees the country’s largest and most ambitious rail infrastructure program, which aims to expand the existing 276 kilometers of railway lines to 1,233 kilometers. He is also actively involved in integrating rail development into broader national growth strategies, promoting transit-oriented development, enhancing inter-agency coordination, and securing both financing and international support to accelerate implementation and ensure the long-term sustainability of railway investments.
Undersecretary Batan’s leadership plays a vital role in advancing the government’s robust infrastructure development agenda—modernizing the country’s transport system, improving connectivity, and ensuring a more efficient, accessible, and inclusive commute for Filipinos.
