Mr. Andrew Jeffries has 34 years of professional experience including over 18 years with the Asian Development Bank. He is currently the Country Director for the Philippines leading ADB operations and engagement in the country with an active portfolio of around $13 billion.

He led ADB’s Energy Transition Mechanism and Partnership activities region-wide from 2023 to 2025 and was ADB’s Country Director for Viet Nam from 2020 to 2023, serving as ADB’s representative and responsible for all ADB’s operations in the country. From 2016 to 2020, he was the Director of the Southeast Asia Energy Division, where he was responsible for the division’s investments in energy infrastructure, policy advice, sector reform assistance, and promoting regional energy cooperation in the Southeast Asia region. He headed ADB’s energy sector operations in India from 2013 to 2016 based in New Delhi.

Prior to joining ADB in 2007, Mr. Jeffries was a Senior Vice President in the New York office of Fortis Capital Corp. following his position as Vice President in the Global Energy division of GE Capital’s Structured Finance Group in the United States, where he led transaction execution of structured finance transactions, project financings, and equity and preferred equity investments in energy infrastructure. Prior to GE, Mr. Jeffries worked for Caithness Energy LLC, a New York-based project developer of geothermal power and other independent power generation projects in the U.S. and Southeast Asia.

Mr. Jeffries holds a master’s degree in international affairs from Columbia University and a bachelor’s degree in economics from Bucknell University in the U.S.
