Dr. Basilio is an Associate Professor and Director of Center for Policy and Executive Development, National College of Public Administration and Governance, University of the Philippines (UP NCPAG). He also lectures at the Development Academy of the Philippines Graduate School of Public and and Development Management (DAP-GSPDM), University of Asia and the Pacific Strategic Business Economics Program (UA&P SBEP), and National Defense College of the Philippines Master of National Security Administration (NDCP-MNSA).
Dr. Basilio chairs the Networking Committee on Transport and Logistics of the Export Development Council, serves as Senior Advisor of the Transport and Logistics Committee of the Philippine Chamber of Commerce and Industry and Supply Chain Management Association of the Philippines. He served as Chief of Party of USAID projects (Regulatory Reform Support Program for National Development (RESPOND, 2019-2025) and Advancing Philippine Competitiveness (COMPETE, 2013-2017). He likewise served as Alternate Philippine Representative to the ASEAN High Level Task Force on Connectivity that crafted the 2010 Master Plan on ASEAN Connectivity.
Dr. Basilio was an awardee of the 2024 UP Alumni Association Distinguished Alumnus Award in Improving Competitiveness in Philippine Business,a recipient of the 2024 UP Diliman Centennial Professorial Chairand One UP Faculty Grant Award in Regulation (Public Enterprise) for Outstanding Teaching and Public Service in UP Diliman (2019-2021).
Dr. Basilio wrote the book entitled Linking the Philippines Islands through Highways of the Sea (CRC, 2008) and co-edited the 2024 UP NCPAG Publications – Fostering the Competitive Neutrality of State-Owned Enterprises, Post Pandemic Policy on Food Security and Agribusiness, and Living Well under the Shadow of the New Normal: Strategies for Sustained Economic Growth and Development. He likewise authored/co-authored various journal articles and book chapters.
He is a member and Board Director of the Philippine Society for Public Administration (PSPA), lifetime member of the Transport Science Society of the Philippines (TSSP), member of the International Public Policy Association (IPPA), associate member of the National Research Council of the Philippines (NRCP), and current President of the UP NCPAG Alumni Association.
Dr. Basilio obtained his Doctor of Public Administration degree from the University of the Philippines (2012), Master of Arts in Applied Business Economics degree from the University of Asia and the Pacific (1995), Bachelor of Arts degree (major in Economics minor in Philosophy) from University of Santo Tomas (1985), and a postgraduate diploma on Federalism, Conflict Resolution and Decentralization from the Institute of Federalism, University of Fribourg (2018 International Summer Course, Switzerland).
