Mary Grace Mirandilla-Santos is an independent tech policy researcher with a special focus on Internet and telecommunications, and information security of critical infrastructure. She has served as a consultant for Philippine government agencies, such as the DICT, DOST, DoJ, and the Philippine Institute for Development Studies. Grace works as a consultant for multilateral development and non-profit institutions, including The Asia Foundation, Asian Development Bank, and World Bank.
Currently, Grace is the lead advocate of Better Internet PH (BIP), a non-profit group pushing for accessible, reliable, affordable, and secure Internet connectivity. Their main advocacy is the passage of “Konektadong Pinoy” or the Open Access in Data Transmission Law, which was enacted on August 24, 2025. Grace is also a policy analyst at Secure Connections, a group advocating for reforms to improve cybersecurity in the country. She’s a research fellow at LirneAsia, a regional ICT policy think tank, and was the country researcher for the first Global Index on Responsible AI.
