Joint Foreign Chambers Applaud DICT on E-Governance IRR, Recommend Strengthened Cloud Governance
The Joint Foreign Chambers (JFC) of the Philippines commends the Department of Information and Communications Technology (DICT) for its leadership in the timely issuance of the Implementing Rules and Regulations (IRR) of Republic Act No. 12254, or the E-Governance Act of 2025. We reaffirm our support for institutionalizing e-governance as a cornerstone reform to modernize public administration, enhance the Philippines’ global competitiveness, and improve citizen-centered service delivery. We also deeply appreciate the DICT’s openness to stakeholder engagement and its consideration of our recommendations to help fully operationalize the law.
While we foresee positive outcomes, one area that could benefit from further strengthening is with respect to cloud computing. The JFC has consistently highlighted the important role of cloud computing in e-governance, as it serves as the “backbone” of modern digital transformation. It enables cost efficiency, scalability, enhanced cybersecurity, and more efficient, accessible, and reliable digital public services. Building on the foundations laid out in the newly issued IRR, there are opportunities to further strengthen cloud-enabled governance in ways that also support ease of doing business, reduce administrative burdens, and enhance regulatory predictability. Further enhancements could include centralized standards, risk-based deployment, flexible cloud strategies, and coordinated implementation across national agencies and, where appropriate, local government units (LGUs).
We view these areas as opportunities to enhance legal certainty and the durable implementation of the law. The JFC looks forward to continuing collaboration with DICT to maximize the impact of e-governance and strengthen the Philippines’ digital ecosystem.
